The State Department was STRONGLY advising against it, but not forbidding it.
Still, there is absolutely no evidence that he travelled on any given country’s passport.
Given the active anti-American hostility of Pakistan at that time, a prudent traveller would use an alternative passport, if possible.

thanks. I agree he probably did travel on a passport that was not american. But the statement did look like it was based upon fact. It keeps getting circulated and i was hoping that someone could provide a link.
