And yet, you can’t bring forward even one such person, having a Hawaii COLB stating Hawaii as birthplace

I know several people that were born overseas, in Japan and the Philippines who are citizens with Hawaii COLBs. After statehood and during the plantation days, workers sent for family members to join them and if there was an infant accompanying the spouse, it was taken to a clinic which issued a CoLB from the State of Hawaii. Such documents were called 'Straggler' birth certificates. This practice continued into the '70s and the stragglers are US citizens but not 'natural born' citizens.

Irrelevant. Unless their CoLBs list their birthplaces as Honolulu instead of Japan or the Philippines. In which case, you get to make Janice Okubo eat crow.
