California is one of three states that [requires] a two-thirds vote to pass a budget. That causes paralysis. I don't think people realize that the Legislature only has control over 10% of the budget, and that the people contributed to gridlock through the initiative process.

What a pity she does not understand that these initiatives that mandated spending rules were all put in place to correct the stupidities and cupidities of the pols themselves. They were constantly stealing and misapplying revenues to fund their favorite projects. They are still at it!

An article in the WSJ, yesterday, revealed that the California legislature has put aside one BILLION dollars for improved health care for prisoners, but they don’t have money for anything else.
