The current official recipe in Deutschland is "water, malt barley and hops". Recently they allowed what and cane sugar.

Doesn't matter ~ German beer is made with gluten containing materials!

I could be wrong, but I think in america if it contains refined sugar, they hafta call it “malt liquor”
