This is probably a shot at software writers. If you want to distribute a Windows program in the future you'll have to slip Microsoft a few thousand dollars to get it approved. No more freeware/shareware/cheap software. Especially no software that looks too closely at the operating system itself, like the Sysinternals set of programs that Microsoft bought out a few years ago (in my opinion to neuter them so you couldn't see what Windows itself was up to).
