Permits are typically required but it's still cheaper than renting a store and all the headaches that go with it.

I'm sure permits are needed everywhere but having experience in restaraunts I coudn't figure out how they maintained a record of control of the food.

When I checked into starting my own stand in California I found that usually the answer is to pay a restaraunt or store to store your food items in their own permitted and inspected refrigeration units in between shifts and maintaining good records.
