She was "waving him out of the way", e.g. when the comment "you could be President", she was waving him out of the way to step aside i.e. "Obama (move over, here I come)" - that was what she was saying in word and body language.
So no, she wasn't cheering Obama, she was responding to the comment about her running for Prez.
