1) What IS a cistern?

and 2) What is the 10th admendment?

Thought I would jump in and answer...

1. Cistern - is a tank for liquid storage. Usually in ground, but can be above. Many old cisterns were stone and built in the ground to store rain water from the roof run-off.

2.OK, please don't throw anything at me...

10th Amendment is part of the Bill of Rights - The 10th is referred to as State's Rights Amendment... (but we peon people are also mentioned but seldom remembered)

The powers not delegated to the United States by the Constitution, nor prohibited by it to the States, are reserved to the States respectively, or to the people.

I'm sure you noticed that DC seems to have never read that far... Shoot, they are still trying to kill the 1st and 2nd Amendments...
