Pure idiocy. Just yank the stupid arrow out. If the cat lives, it lives. Better yet, just shoot the thing and end it’s misery. Who’s paying for all of this nonsense anyway?
Someone could have taught to the kid to live trap them, and put the disposal of the same to the political entity that's going to prosecute him.

Given that it is a feral cat, and given that the injuries are horrific (I saw them) wouldn’t it have been kinder to the cat to put her down humanely?

It’s time to up the ante in animal cruelty cases across the board. Case studies abound demonstrating that many of those who abuse animals will someday also have no hesitation about torturing your venerable uncle Igor or lovely niece, Lorena, just for sadistic jollies. Many are hopeless personality defects and cannot be truly reformed; perhaps they can be dissuaded by known severe adverse consequences to their person. The only thing dear to them. It’s worth trying.
Of course intention matters. The boy is obviously pro-quail and anti-cat. This is a feline hate crime and should be prosecuted to the full extent of the law!

What I want to know is, what in the world was a child—one who seems little short on judgment and maturity—doing with a bow and arrow and no parent in sight? I’m all for teaching kids how to use a weapon correctly and responsibly, but I wouldn’t just turn them loose with one.
I despise cruelty to animals (yes, recklessness IS cruelty). I’ve been a vegetarian for twelve years, and so far that has failed to take away my concern for humans or turn me into an abortion supporter. The difference between me and PeTA is I can see a difference between shooting a deer and shooting a person. That, and I don’t advocate vandalism, terror, abuse, public nudity, perversion, abandonment of reason, turning animal rights into a national joke...hell, keep PeTA as far away from me as possible.
Jeff Rosenthal with the Idaho Humane Society disagrees. "I dont think it was accidental, I think the shot itself where it hit was, that part of it, I'm sure no one was that accurate, but I believe the child was intending to harm the cat sure," said Rosenthal.
"Because it was a child theres more of a, oh its a child out being mischievous, made a mistake. I still think its important to make an impact on that child. Make sure we dont have anything else going on with the child as well," said Rosenthal.

Wow, animal cruelty is definitely bad, but what I’d really like to know is who’s money is going toward maintaining the Humane Society’s toll free animal cruelty hot-line? That money couldn’t be put to any better use than to hire people to sit around and take phone calls about whether any stray cats are a bit scuffed up?

If FRs emotionalist urban-dwelling bottom feeders ever realized that their grossly negligent behavior is responsible for real financial hardship on self sufficient Americans then they wouldnt be surprised that not only would I hire this boy to babysit, I would pay him an additional $5 per head bounty.
