A Hoon is Aussie slang for a crazy driver, usually speeding teenagers or adults who behave like teens.

Hoon can also be used as an adjective, such as “Some idiot just went hooning passed my house at 100MPH!”

I think the aliens are staying over northern Australia because they don’t have so many road rules and speed cameras up there. Imagine a young hoon alien having to call up Dad on the E.T. phone - “Dad, I’m in Sydney and they impounded and crushed the planet-hopper. We’re going to have to find another way to get to Rigel 7.”
