Hmmm. See my earlier comment about the Final Five having resurrection technology.
That technology would not be related to the hub that got nuked at the end of season 4.0, and could therefore still exist. Probably on or near "earth". Ellen Tigh could have been resurrected ... popped out back on "earth" knowing who/what she was, and could be the one now manipulating the situation.

Something that people seem to be missing is that a resurrection ship only spits out new bodies, not flight suits or Vipers, nor would it have allowed Starbuck 2.0 to rejoin the fleet, if for no other reason than, at the time, the Cylons didn't know where the fleet was. I wonder if it may be the handy-work of the “Beings of Light” from the original series?.

The Cylon Planet (Earth) would need some local resurrection machinery. It's probably still there chugging along, and all those quasi-Cylons commiting suicide are going to start popping up all over the Cylon Planet pretty soon.
Kind of like "Night of the Living Dead" ~ and boy are they going to be hungry because there's nothing to drink ~ you did know robotniks need alcohol to function, right?
The answer is Everybody in BSG is a Cylon except one guy and one gal and all the rest of 'em are trying to get them to hook up!
