I have never encountered this localism since and always wondered where it came from...

Growing up, I had an elderly neighbor who had a similar mannerism, ending each phrase or sentence with ", so I did, so I did."
As in, "I raked the leaves out front, so I did. When I came back from the market, the yard was completely covered again, it was."
Western PA. She also used the word "Yinz" as in "Yinz, get out of my leaf pile!"
