I disagree. To be really effective, the security force must blend in with the general population. Your child's teacher at school; a coworker; mailman; these are ones you will have to be careful of. They won't come after you themselves, they will report you to the police who will do the violent stuff.

I think there will be both. Your neighbors will have eyes and ears because they will, in turn, be watched by Obama's Tonton Macoutes, the Fruit of Islam civilian security force. How will this work? Rent the Richard Burton movie "The Comedians". Papa Doc Duvalier's Milice de Volontaires de la Sécurité (the Tonton) are well depicted there.

I think I meant the black panthers being part of the police force. But you’re right on about that. I read “Eva Peron: The Woman and the Whip” and she had a similar system instituted. She also had maids who worked in wealthy households snooping around reading mail and going through drawers.
