And they don’t accept that the law MUST supersede their religious beliefs, because their religious regulations and proscriptions will protect them from others who believe the same way, but only a law that is greater than all religious proscriptions can protect everyone.

It originates in a concept called natural law. Here's an example:

"We hold these truths to be self-evident,
that all men are created equal,
that they are endowed by their Creator with certain unalienable Rights,
that among these are Life, Liberty and the pursuit of Happiness.

--That to secure these rights, Governments are instituted among Men,
deriving their just powers from the consent of the governed ..."
