LITCHFIELD — A 34-year-old transient listed as a high-risk sex offender in Arkansas was arrested on Sunday after Winsted police investigated claims he lured young children into a tent with candy and ice cream.
Robert P. Logan of North Little Rock, Ark., charged with fourth-degree sexual assault, risk of injury to a minor and breach of peace, was ordered held on a $125,000 bond Monday in Bantam Superior Court.
Police and parents said Logan offered candy, ice cream and money to several children on Saturday after pitching a tent at the edge of a parking lot behind an apartment building at 110 Main St. in Winsted.
A 7-year-old told her parents Logan "pulled her bathing suit away from her bottom and looked at her bottom," according to police. Another girl said Logan placed his hand on her thigh, with her clothing on.
Logan has spent much of his adult life in prison. He was arrested by Little Rock police for raping a 24-year-old woman at knife point Dec. 28, 1995. Logan was eventually convicted of sexual abuse, according to Lt. Terry Hastings of the Little Rock Police Department. Logan was also charged with battery and kidnapping while awaiting trial. He was sentenced to 20 years in prison in 1997 and released by a parole board Sept 26, 2002, with credit for good behavior.
Niki Brennan, whose three young children were among those approached by Logan, said initially Logan appeared "very nice, very friendly." Brennan said Logan arrived clean shaven and "nicely dressed" in shorts and a button-down shirt.
Logan asked to use the shower Saturday afternoon, and "we allowed him into our house," Brennan said. Her husband was present at the time.
Brennan said she later told her kids to stay away from Logan, who began drinking while sitting in his tent and watching the children play. "Next thing I knew, he was drunker than a skunk. He said he was 'bombed,'" Brennan said.
A large beer bottle was just outside the entrance to Logan's tent on Monday. Police collected an air mattress, clothing, food, an empty cooler, a rusty hatchet, disposable plates and a copy of the New Testament.
Brennan and other parents living in the building said they were "very disturbed" to learn of Logan's criminal past.
Logan returned to prison Oct. 11, 2007, after he failed to report to his parole officer. He was released Jan. 2. On Feb. 29, he again failed to report and is listed as an absconder in Arkansas.
The building owner in Winsted, Milka Elezovska, on Saturday gave Logan permission to pitch a tent behind the apartment building that is home to nine young children, according to police.
"He wanted to stay overnight," Elezovska said Monday. "I said, OK."
Logan told tenants he was in town to deliver telephone books.
Elezovska recalled Logan arriving in a red Ford pickup and having breakfast in his restaurant, Broadway Restaurant and Diner, around 7 a.m. Saturday. Police believe Logan hitched a ride with another man, whom they have yet to identify, and made his way from Arkansas by way of Tennessee.

The mother of the three children is lucky her children weren’t raped by this filthy pig. She put her children in real danger by inviting this man into to her house and letting him use her shower. Her overly friendly nature made her children vulnerable by putting them at ease while in the company of a dangerous criminal.
Nothing wrong with wanting to help. There is, however, something deeply wrong with someone who lets a total stranger into their home to 'take a shower'.
Let me give you another clue madame. People like this scumbag wouldn't have nearly the number of victims they do if people weren't so insufferably STUPID.

Winsted is a very small town. In Ct, it passes for a rural hamlet in the middle of nowhere.
Connecticut is one of the few states I haven't visited but I've been posting editorials from the Waterbury Republican-American for about 5 years now, they are always conservative, which surprises a lot of people, coming from a deep blue state.
They are so good that I have a ping list for them, with almost 100 people on it.
The parents are clueless but a child pervert needs to be put away permanently. This type of thing cannot be cured. Whatever arouses a person cannot be obliterated in their mind. Why ever gamble with any child’s safety?

I have been reading the Waterbury Republican for 50 years. It’s a great family paper. The Popes are an institution.
