The bigger adult bears take the best rural places which forces the smaller bears away.
When the PETA DOW types do their ‘catch and release’ program, the bears will likely be back within a week.

It’s funny, you know. Some of the women up here go on about the special knowledge they have of the bear. They have ways with animals, you see. The surface of my tea ripples when they walk by (the women—not the bear). ...reminds me of Jurassic Park.
But when the bear come in October, the same people pull all of their pets inside, leave all of their garbage outside, and lock the doors.

Yes, the PETA type and those wanting to live in harmony with bears and such usually don’t live where they’re affected by them and those that do too often make the animals more of a problem by feeding them or leaving garbage accessible to them, they’re not real bright.
During Pipeline construction a bear would wander by now and then. A wolf, too. A bear got into the camp, into the showers module and was hanging around drinking water out of the toilets like a big dog when somebody just getting up and on his way to breakfast in the mess hall stopped by to brush his teeth. Nobody got excited; just another day in the Brooks Range.
I lived not too far from that store. It must have come down hwy 83 from Black Forest during the night. Or.... now that I think about it...it might have come from the Air Force Academy and crossed hwy 25.
But there are bears and mountain lions in Black Forest sooo...
I have several friends that live in the forest and they have close encounters with wildlife all the time. One evening a mountain lion walked right passed their back porch while they were sitting on it. -A bit unnerving to say the least.
A bear broke into CC a while ago. It traded to $2/share today.

No, bears for pets, get a kitten.
Still it is fun to see them, when you are safe and can just watch.
Be careful, there may be a mother nearby.
