Because you can’t salute without your cover on or the president has passed his periphery. I think it’s the former.

Marines NEVER salute uncovered outdoors..and unless under arms we never salute indoors. Because his cover was blown off, he stood at attention.

Look at his face, he is freaked out. Just as the President is walking up his hat flew off, and to add to the embarrassment the President bends over to pick it up.
He just plain got stage fright. Imagine what we don’t see, like the huge gang of hungry reporters and photographers dying for any scoop as they were shut out of the entire ceremony, camera flashes flashing, questions being shouted, etc.. probably his first day.
