FEMA that had responsibility over national disasters (not Homeland Security). FEMA is part of Homeland Security, and has been since HS was created.

I do believe that FEMA is subordinate to Homeland Security, as is Dept. of Agriculture (that is a very big department). This is why appointing Governor Idiot Naplitano of AZ head of Homeland Security was the first step on the Death March.
