It matters that they climbed over the public fence and entered the tiger’s territory to do it. This account states that the victims "waved at the animal while standing atop the railing." It does not say they went over the railing.
What account are you referencing?

They did not go down into the grotto. Please familiarize yourself with the geometry of the enclosure.
