The premise of this article is completely stupid. Human psychology does not differ between Texas and California, and does not differ now from what it was a few years ago. Therefore, if Phil was a licensed psychologist in Texas a few years ago, he can use the very same brain in his skull to evaluate Britney in California today. For professional and legal reasons, he may not be able to charge her fees as a patient of his, but he is just as qualified to informally and freely advise her has he would be if Britney moved to Texas and he renewed his paperwork there (which lapsed because he left the state, not because Texas thought there was anything wrong with his qualifications).

You are correct.

Ministers also need credentials and get liscenced. Is Britney saying that she could not get help from someone if that person’s credentials had lapsed?
