heroin and liberal self righteousness are the drugs of choice in “Charm City” [Baltimore]

I once read an estimate that 60K residents of Baltimore were heroin addicts. That works out to about 10% of the population. However, heroin is a stimulant, not a depressant, which is why I facetiously suggested that crack might be the "stimulant of choice."
