I'd say it has something to do with the investigation being out of the country. The FBI probably needs to be the outfit to work with foreign law enforcement agencies. I don't know if that means that the state court wouldn't have jurisdiction. I suppose they still might.

It seems a little suspicious to me that she didn't report anything to the local authorities, who could have investigated and collected evidence. It's not like the Bahamas are a total backwater. It's a big place with real cops and everything.

Now there's no way to get goood evidence, unless she has something. But that's going to be tainted.

Could well be just a ploy to get some cash. Try this on for size: They meet in the Bahamas, have a vacation romance complete with yachts and villas and walks on the beach, and she's angry because he doesn't call her back when she gets home.
