I'm not sure unless it was shocking to Howard that Daniel and Anna were up walking the halls. Maybe when he left (IMO) he thought they were asleep and maybe they were asleep by the time he returned (IMO).

Perhaps he didn't expect that level of activity from them.

We'll have to puzzle on this more.
