The hiring of Cyril Wecht has HK$’ fingerprints all over it. He probably told Wecht the result he expected and Wecht told him how much that would cost.

That is a good explanation. Then HKS & Wecht possibly plotted with Perper and therefore you have the two buddies Wecht and Perper repeating the same words.
