My first thoughts also. An order to break the lock wouldn't have had to come from the Captain or the XO but from any Officer of the Watch.

Hubris, the perfect word.

The earliest spectacular example of 20th Century hubris from the design and conception to the execution to the command right down to the passengers who had time to rig field expedient floatation devices and failed to even make an attempt.

And the band played on...
