What “Russian puppets”? I’m no fan of Putin’s, but you seem like one of those Cold Warriors.
My opinion is that if independence for Kosovo is indeed foregone, then what should be done is to divide the place. Let Serbia keep the ethnic Serb majority areas, the towns of Gracanica and Decani, and the Serbian Orthodox Religious and Cultural sites, and let the Albanians have the rest.
