The latest version replaces on of the spars with two short beaver tails with three whiskers each, it looks like an antenna array to me.
They also seem to have added crenelations to the bottom of the center ring, they could be antenna as well, or thrust vectoring?
I suspect it’s a prototype sigint drone/test bed.

I suspect it’s a prototype sigint drone/test bed. My thought too. Suspended from a high-altitude blimp, positioned over various & sundry communication EM-sources, I bet.
Of course, if this is the case, this means whomever is supposed to be in charge of OpSec has seriously screwed the pooch!
