I took some time to trace it back and I believe it is the remnants of the vortical theory of gravity pre-relativity, that is, pre-1905. That theory was left undeveloped since the new math of relativity was actually easier to work with, but it is still there in case anybody wants something to do. I don’t see anybody actually doing anything with it aside from some publicizing.
