Too bad advocating that governmental programs offer pro-entrepreneurial stimulants like tax incentives, property rights in space & competitive prizes for breakthroughs is the Outer Limits of the abovementioned article. The tacitly communicated fall of the Roman Empire imagery is intriguing though.
