I am trying to be realistic here and it looks like, to me anyway, that the best shot of getting HKS to serve any jail time for his part in all of this is to move the inquest forward while keeping a close eye on how it is handled.
HKS has an "in" with Shane Gibson who is running for a PLP office (will probably win too). However, in light of the scandal he was in with ANS, I think there is enough pressure that can be applied to keep the inquest going IF there is someone staying in the hunt here. Who is going to do that? Virgie seems like the likely choice with her law enforcement background and as Daniel's non-minor, next of kin. She says she wants justice ... stick with the inquest and she can get the one person she holds responsible .... HKS! There is no money train attached to it but there is satisfaction in knowing HKS is paying for his crimes. Fox Hill would be better than any jail he might see in the US!
If she saw this through and HKS went to prison she could make money from a book, movie etc to offset her expenses. That story would be one I would want to see and hear! She would win the respect of many people and put the "Virgie just wants money" accusations to rest. Put justice for her family first and the rest will fall into place.

In my opinion though, if she continues (and her PR is still suffering from allowing her daughter’s body to bake in the sun while she was in court, or at least that is how the islanders see it. That was very very offensive to them and their culture and a thumb your nose to having her body there “what’s wrong with here” so to speak) to make herself a nuisance, she will not have any sway on that inquest. The officials will not have any reason to look good because their constituents will care less about how Virgie feels. IMO, she should allow Larry to get his baby out of there and continue to be the fighting Granny. That they will respect. But by fighting the baby’s REAL father (it seemed reasonable to fight her faux father by fighting HKS, but unreasonable to fight Larry, who has the citizens affections) she is alienating herself and any possibility of getting anything done there regarding HKS criminally.
