If someone has a high fever (and is on drugs), they can't be the sole determiner of whether they go to the hospital or not, because at some point they're not thinking clearly or rationally.
The ice bath was a stupid move, as a substitute for hospitalization OR as a stand alone. You use tepid water, not ice. And whether the fever comes down or not, you haven't dealt with the cause of such a high fever, which is no more than a telegraphing of possibly dangerous infections.
And who was giving her the drugs, and where and how did they get them in order to administer them?

The ice water bath was a pretty stupid idea. Especially with an abscess. They require warm moist compresses.
