Do we know -- is it in the record -- what agreement did this DNA Doctor make with the Bahamian Court when he flew to the Bahamas to take the swabs?

The agreement would only hold up in the Bahamas.
If he did not follow through with that agreement there is no court in the USA that would extradite him to the Bahamas. Not when you have Stern's signature on the DNA collection papers. I don't know why you are having a hard time with this.

Do you not know that US citizens who are held in the Bahamas for a minor crime, who then make bail actually run from Bahamas and get back to the USA and they are never extradited back to the Bahamas?
