How did he learn about our Star Gate program?! He found out about the Stargate while drinking in a titty bar in Colorado Springs with Major Carter's dad, who is a Tokhra. The smart little alien dude they were with had enough of this stuff. So he shipped him to Canada. Tilk popped by for a brew and never got one. He had to drive them both back to NORAD mountain. Major Carter had to help her dad into the stargate to get home so he can sleep it off with lipstick on his neck and a pair of panties in his back pocket.

Maybe it was Commander Ed Straker & Colonel Virginia Lake at SHADO HQ using their amnesia treatments that are used to keep people quiet by making them forget.
