If Howard or his dad is an Israeli citizen it will be up to the Israeli gov't to decide to bring him back. Also if it is a death penalty crime then Israel could also decline on that ground. They could get Howie on Murder in the first, Kidnapping, illegal imprisonment...etc.

Just speculation on my part. Who knows if Stern has dual citizenship.
And who knows if Israel would accept him given his current circumstances of being a suspect in a murder case. No, nobody has come out and said that publicly, but the US could have contacted Israel and other countries to let them know this guys is a murder suspect and asked them to not accept him into their country.
