I didn't observe any flashing lights.
The lights were solidly on and rather large in proportion to the craft, it seemed. The craft was very clearly discernable in the binoculars and looked exactly like a number of photos of such on the web.

Well flashing lights mean that whatever is flying the craft it is somehow aware of the idea of the capacitor.

I'm going to jump in here and say that if any extraterrestrials were zooming around Earth they would probably have no need for flashing lights of any kind.
What would be the purpose of any lights?
