I run into a few of these people from time to time. Jayne Atkinson was just standing around in a shirt and jeans and no make-up in a liquor/market a few blocks my house waiting for a scene to be shot. They re-arranged the whole store for maybe a few seconds of film. Just a nice woman.
There is a small business park across the street from my house they used for another shot a few months before. I'm sure Kiefer was over there. I said hiya doin' the first time they used it.
You won't recognize these people without make-up and wearing jeans and sneakers. Especially the women. They don't get in-character until the scene is prepared.
They seem to like shooting around the West Valley like in Chatsworth and Northridge, etc. The weekend before the shoot, they put things on everybody's doorknobs or doors that say to expect gunfire and noise on a certain day within certain times.

IMHO,"24" is known to cast against type.
In "24", every one is "flawed" but not everyone is "bad".
