Actually, we're rotating. Somewhere between five and ten minutes for a complete rotation, giving us a Mars-normal gravity.
But we're rotating in the plane of the ecliptic, so we're getting as much shade as possible. The large central axis mirrors reflect sunlight to give us a normal "day," but they don't reflect harmful radiation.
Then there's the canopy, made of steel-supported panels of Aluminum Oxy-Nitride. That and our internal atmosphere give additional shielding.
