Three years or so ago, the neighboring City of Palm Desert had the city employee's holiday luncheon; it was mandatory attendance...and then proceeded to do a lockdown and shuttle everybody (a few at a time in vans) for their drug test.

Somebody's brilliant idea on how to take advantage of a captive audience.
