This is actually better than I thought. If someone votes a straight DEM ticket but also votes Cheek, it does not invalidate the ballot and the vote will go to Cheek.
I read instruction D differently than you do and it doesn't actually apply to this ballot. The key is "multi-seat race". Notice on this ballot that you can only vote for one person in each race.
There are races where you can vote for multiple people - city council, etc. I think what this is saying is that if you vote a straight DEM ticket but in the multi-seat race vote for a REP then you must also mark the DEMs you want too or you would have voted for the REP only.

Direction D seems pretty clear to me. If you want to vote a write in you must both write in the name and fill in the bubble.
