Well. I think them being rats has a great deal to do with it. Look at Louisiana, New Jersey, Chicago, Seattle - all rat-run and teeming with corruption. I know the list is longer - that's just a couple. Most urban areas in the country are rat-run, and that's where these things happen the most by far. When it's a city like Chicago, because it is the only really large city in the state, it is the powerhouse that dictates the policies and tolerance for corruption all the way into state government.
