Jimmy Neutron is perhaps the best animated series that remains innocent. It is very funny and popular with the kids and parents. Other cartoons are geared toward older viewers (Simpsons and South Park). JMO, cartoons today are much better than the garbage they were drawing from 1960's Hannah- Barbera to late 1980's stuff like Transformers.
Simpsons/Ren and Stimpy/Toy Story/ Roger Rabbit started the Renaissance of today's crop of excellent cartoons.

Classic cartoons are getting hard to come by on TV. Japanese animation (uglier and mouthier as you called it) has pretty much taken over cartoon TV.

One classic Bugs I love is when he is in New York City shuffling down the street to go meet his gal and a group of dogs picks on him. They stretch his neck and say "what is it? It's a Giiraff!"
