I think his point is that a drinking age of 21 is stupid, especially in the military.

When I came in, you had to be 18 to drink on base. There weren't many of us who were 17, but they winked and let us drink too.

The drinking age on base went up to 21 many years ago.

I guess they want soliders on US bases to follow US civilian law in this regard
