I don't know the alcohol/water proportions, but apparently the alcohol keeps the water from freezing completely so the whole thing stays somewhat soft and form-able like the ice packs you get from the hospital.
It's a 3-1 proportion. Try 3 cups water to 1 cup rubbing alcohol.
