local law enforcement should ask Malik and his cronies to produce permits for the firearms they like to run around with. If they don't have them lock them up and get them off the streets.
No permit required for a shotgun or long rifle. Same for handguns. If you CONCEAL a firearm, there is a permit required. If I was an overcompensating egomaniacal paranoid, I could carry my .45 in a holster in full view as long as I am not on federal property, a mall, bank, etc...
