She may well be a Pell Grant scam artist. You can sign up for college, take your Pell Grant, never bother with classes. Although there are supposed to be controls, it is essentially free money. All you have to do is get admitted. That would explain the zero hours.
The school makes out by getting part of your Pell Grant for tuition. The Pell Grant scam artist gets the rest of the grant. It can amount to a little bit of cash two a year.
