Do tell.... I've never heard of a "date rape" drug that makes anyone believe they've been raped even if they haven't. Does that then mean that someone can be charged with rape even if no rape occurred...but the "victim" believes she was raped?

  should supply your need for research on the matter. Focus on GHB as a possibility in this case since so many witnesses have stated (albeit not under oath) that the AV behaved in a manner consistent with this particular drug's use.

Now, concerning your question about whether or not someone can be prosecuted for rape even though he victim only believes a rape happened ~ in a situation where you've administered a lifethreatening poison to someone without her knowledge, I'd think a prosecution for rape would get you out of prison sooner!

You're exactly right; and no date drug leaves you "lucid" enough to name names and pick out players and say where they were SITTING, and what they were DRINKING, and who they were TALKING to.
