Hmm... you know, Americans are world travelers. They fly to a distant country, rent a car, go to their motel, visit the sights. And often the traffic signs are not written in English, not to mention they are not identical to the ones that we use.
And somehow, these Americans actually drive on their vacations without causing a car accident.
I do not believe that the driver's reading comprehension had much to do with the car accident.
Accidents happen all the time. And often there is no good explanation for them. That's why they are called "accidents" and not "on-purposes".
