Michael Moore engaged in what could best be referred to as "cut and paste journalism" or "cut and paste entertainment".
Oliver Stone, for all his faults, used a lot of historical fact (the Garrison investigation, etc) in the movie. You may have not liked what Stone arrived at. I didn't. I didn't believe it.
But with the use of a little artistic license, he showed his view of what happened. As I've said before, it's entertainment.
