Actually, in my experience, they don't usually...they just wallow around in what do I do now? And try to find someone who knows what to do...and then give you the wrong information. The IRS is known for this tactic in particular.... Or send you on an infinite loop between different offices!!

The ultimate in I don't know what to do next is to send you to someone else who may not know what to do, and so on and so forth...but each time, the person is relieved that they don't have to deal with you any more (or they may even think they have done a good deed, passing you on to someone they think might help you!)
