Chloe is unintentionally funny. They don't give her jokes, per se. Not even close. The writers caught on very quickly how to write for Mary Lynn (who should get an Emmy, BTW). She is funny, but they keep the tone when they're behind the 4th wall.
I think we'll be seeing the end of the Hobbit (only some men can pull off "Lynn") before the end of this season.

Well, outright joke telling around the water cooler wouldn't exactly be appropriate in the middle of a crisis, unless, just once, they actually stopped and went to lunch ;~D. It's not a comedy.

Chloe is unintentionally funny. They don't give her jokes, per se. The writers are aware that Chloe can be funny while being serious. They read the Fox 24 forum (they've said so) and her sarcasm is well documented there and how unintentionally funny she is.
I don't know about Lynn. This show has unexpected twists. You never know who's staying and who goes. It's definately not a show I'd make bets on. ;)
